OFHEO Releases Fourth Quarter 2002 House Price Index. U.S. Homes Average 6.89 Percent Annual Price Appreciation. Quarterly Appreciation 0.83 Percent, Continued Deceleration. New England has Highest Appreciation Rate at 10.6 Percent.

Note: FHFA publishes monthly and quarterly HPI reports. OFHEO, one of the predecessor agencies to FHFA, was responsible for publishing the HPI prior to the fall of 2008.
