Annual Report to Congress - 2012

The Federal Housing Finance Agency’s (FHFA’s) Report to Congress presents the findings of the agency’s 2012 examinations of Fannie Mae and Freddie Mac (the Enterprises), the 12 Federal Home Loan Banks (FHLBanks), and the FHLBanks’ Office of Finance. This report meets the requirements of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended by the Housing and Economic Recovery Act of 2008 (HERA). ​

This annual report is also submitted to meet FHFA’s obligation under Section 1305 of the Dodd-Frank Wall Street Reform and Consumer Protection Act to report to Congress on the agency’s plans to "continue to support and maintain the nation’s vital housing industry, while at the same time guaranteeing that the American taxpayer will not suffer unnecessary losses."
