This is OFHEO's seventh annual report to Congress. Chapter One surveys the fundamental forces that transformed housing finance markets in the 1990s and are likely to continue to reshape those markets in the next decade. Chapter Two analyzes the implications those forces may have in the next decade for primary and secondary mortgage markets, the participation of Fannie Mae and Freddie Mac in securities markets and the global financial system, and Federal regulation of mortgage markets and the Enterprises. Chapter Three details developments in the secondary mortgage market and the Enterprises' performance. Chapter Four describes the process OFHEO employed in its comprehensive annual risk-based examinations and the examination results for Fannie Mae and Freddie Mac. Chapter Five reports OFHEO's finances and budget.
