This report outlines OFHEO's activities in 1998 and early 1999. Chapter 1 details the risk-based capital requirement in accordance with the 1992 Federal Housing Enterprise Financial Safety and Soundness Act. Chapter 2 describes the risk-based examination program which assesses of the appropriateness and effectiveness of the Enterprises’ policies and processes for risk management, and assesses the companies’ financial performance. Chapter3 reports the state of the secondary mortgage market and Enterprise performance. Chapter 4 reports OFHEO’s budget and the unqualified audit opinion of the FY1998 Financial Statement.
