I'm sincerely puzzled how the housing trust fund can be funded while the GSE's are in conservatorship. If they are currently undercapitalized because of the third amendment and not allowed to recapitalize how is that protecting the tax payers for any future market downturns. Which also brings into question how a conservator can dole out revenue to fund the housing trust fund and keep the GSE's in a safe and sound condition. I sit here scratching my head.....politics.
