2023 Duty to Serve Public Listening Sessions

FHFA hosted the 2023 Duty to Serve Public Listening Sessions on July 17 – 19, 2023. The listening sessions served as an opportunity to hear from stakeholders sharing their views and recommendations on the Enterprises’ next Duty to Serve Underserved Markets Plans for 2025-2027.

Stakeholders were asked to provide feedback on:

  • Current activities in the DTS Plans that the Enterprises should continue in the 2025-2027 plan cycle.
  • Current activities that the Enterprises should cease in the 2025-2027 plan cycle.
  • New activities that the Enterprises should undertake.
  • Which critical activities should be eligible for extra credit in the DTS Plans. Current eligible activities are:
    • Manufactured Housing Market – chattel pilot initiatives and MHCs owned by government entities, nonprofits, or residents
    • Affordable Housing Preservation Market— residential economic diversity
    • Rural Market —high-needs rural regions and high-needs rural populations
