I think Duty to Serve is a program with great intent that needs milestones that make more sense for the goal of the program. Both Fannie and Freddie have consistently missed in the low to very low income goals and I think the country is feeling that. Adjust the scorecards to measure meaning milestones and provide additional incentives to meet them.
