Annual Report to Congress - 2011

The Federal Housing Finance Agency’s (FHFA’s) Report to Congress presents the findings of the agency’s 2011 examinations of Fannie Mae and Freddie Mac (Enterprises), the 12 Federal Home Loan Banks (FHLBanks), and th​​e FHLBanks’ Office of Finance. This report meets the requirements of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended by the Housing and Economic Recovery Act of 2008 (HERA).

FHFA is an independent regulatory agency, and the views in this report are its own.

This annual report also meets FHFA’s obligation under Section 1305 of the Dodd-Frank Wall Street Reform and Consumer Protection Act to report to Congress on the agency’s plans to "continue to support and maintain the nation’s vital housing industry, while at the same time guaranteeing that the American taxpayer will not suffer unnecessary losses." ​
